TARGET MDGs' “Pro-Poor Planning, Budgeting, Monitoring and Evaluation” (P3BM) programme is the result of the cooperation between the National Development Planning Agency (BAPPENAS), the Coordinating Ministry for People's Welfare (Menko Kesra), the National Statistics Office (BPS) and the United Nations Development Programme (UNDP). These activities were designed to help overcome capacity problems faced by stakeholders at the district level. In 2008 P3BM activities targeted three provinces; Nusa Tenggara Barat (NTB), Nusa Tenggara Timur (NTT) and Sulawesi Tenggara (Sultra). Three districts were selected in each province. These were Lombok Timur, Lombok Tengah and Dompu representing NTB, Kabupaten Belu, East Flores (Flores Timur) and Kupang representing NTT and Kabupaten Wakatobi, Bombana and Kolaka representing Sultra. These districts were selected on the basis of a number of factors. These included the percentage of people suffering from poverty in the districts, the human development index and the fiscal index of the districts as well as consultations with local governments and NGOs.

P3BM activities started with the collection of MDG-related data and the compilation of documents and development budgets. The data and documents were then analysed and the results were socialised to local governments, the Regional House of Representatives (DPRD) and NGOs.   Agreements were made between local governments and the TARGET MDGs programme as a result of this socialisation. They agreed on scorecarding, poverty mapping and annual local budget (APBD) analysis training. It was hoped that, through this training, local governments would be able to work towards the achievement of the MDGs in 2007. A 2008 budget was also allocated for the achievement of the MDGs.

The first national P3BM workshop was held to discuss solutions for various problems, which had been highlighted by the analysis of the data collected by TARGET MDGs. The aim of the workshop was to accelerate achievement of the MDGs and to enable the participants to share experiences about previous interventions. The workshop was attended by more than 100 participants, including representatives from local governments, local legislative councils, universities, donor institutions, NGOs and the media. The event started with an opening ceremony, followed by a series of panels, group discussions, field trips and a closing ceremony.

The topics discussed by the panels included perspectives on and experiences of carrying out pro-poor development work, the status and achievements of the MDGs in each of the targeted districts, and best practice in each of the targeted districts as well as in other areas (Gorontalo Province, Kabupaten Wonosobo and Manggarai).

Group discussions were province based and focused on budgeting, planning and funding in order to bring about the alleviation of poverty. The discussions ended with an agreement on a list of tasks, which must be carried out in order to achieve the MDGs. These tasks included data collection, document formulation, planning, budgeting, monitoring, evaluation and the identification of cross-cutting issues.

As a consequence of the decisions made at the P3BM workshop, each locality will formulate tangible steps to minimise budget deficits, which occurred in the budget year 2008. Each locality will be expected to be able to show a pro-poor Government Work Plan ( RKPD) draft for 2010 at the second P3BM workshop, which will be held in early March of 2009.
