Masalah kemiskinan telah menjadi masalah global dan pengaruhnya dalam kehidupan masyarakat bersifat multidimensional. Belakangan ini, krisis ekonomi yang melanda Amerika Serikat dan berdampak terhadap berbagai negara di dunia ikut memperparah kondisi yang ada. Forum PBB pada tahun 2000 yang di ikuti oleh 189 negara, termasuk Indonesia telah bersepakat bahwa masalah kebutuhan dasar hidup manusia perlu diatasi melalui pelaksanaan pembangunan yang berbasis hak, dengan batas waktu hingga tahun 2015.

Purpose of this study
The preparation of the next National Human Development Report (NHDR) has been initiated. As part of this process, the UNDP in partnership with the Government of Indonesia is commissioning a background study on Decentralization: What We have Learned”. The purpose of this study is to carry out high quality research to provide background material which will be used as a reference and input for the NHDR.
